“AFS was built as a tribute to my sister, who lived with an intellectual and developmental disability and relied on Waiver Services herself. Everything we do honors her, and everyone like her.”
AFS’s leadership team brings decades of combined experience across billing, human resources, program services, compliance, technology, and finance. More importantly, they share a commitment to serving people with integrity, accountability, and compassion.
Together, they work to support the members, families, and team members who make the AFS mission possible.
Leadership is more than making decisions. It is about honoring the trust placed in us. Our Board provides guidance through accountability, transparency, and a commitment to keeping the people we serve at the center of every decision.

Jeff holds a BA in Organizational Management and serves as a national surveyor for CARF International. His work helps keep AFS accountable to the same high standards of quality, integrity, and continuous improvement that we ask of ourselves every day.

Dustin serves as the IT Manager at AFS, where he oversees the agency’s technology and systems with one guiding principle: if something is difficult, repetitive, or requires twelve clicks when three would do, there is probably a better way.
With more than 20 years in human services, Dustin began his career working at a preschool for children with disabilities and later managed two preschool programs. Along the way, a passion for solving problems and improving how organizations work eventually led him to IT, where he now focuses on technology, automation, emerging tools, and eliminating unnecessary work with almost unreasonable enthusiasm. Dustin firmly believes the best solution is usually the one that accomplishes the most while requiring everyone to do the least. He considers this efficiency. Others are free to use less flattering terminology.
Outside of work, Dustin enjoys cooking and grilling, follows college football with a completely reasonable level of emotional investment, and maintains a LEGO collection that has moved beyond “hobby” and into questionable asset management. He is also a frequent visitor to Walt Disney World, where he enjoys the food, attractions, and watching thousands of adults temporarily lose the ability to understand how lines work. Despite all available evidence, Dustin remains optimistic about technology, people, and the possibility that someday everyone will read the email before asking the question.
